Proposal for Publicly Funded Alternative Program Within
Hamilton-Wentworth Public Schools for Alternative Community Education
Mission Statement (Judeo-Christian Sensitivity)

That students, taught in a spiritually respectful environment, acquire the
knowledge, attitudes, skills and training to seek ‘whatsoever things are true.’ That based on
a foundation of Christ’s teachings and God’s love, which is instilled at home/church and
respected and complemented at school, students may develop binding commitments
to their families, neighbors, country and the global community
while leading moral, healthy and productive lives.

Why Alternative Schools?

Until now, traditional faith public school supporters wanting their children educated in an environment that respects and complements their values have had to:

For many, these options are not viable. Many of these families do not seek a sectarian approach to education, as provided by Catholic and many private religious schools, nor do they desire segregation of their children from society.

The Standards of Practice for the Teaching Profession document, an Ontario College of Teachers mandate endorsed by the Ministry of Education states:

"teachers will connect the learning (in the classroom) to the
life experiences and spiritual understandings of the child."

This is very difficult to achieve in a regular public school classroom of 25 students from various faith and cultural backgrounds.

There could be other options.
The Edmonton School District had a similar problem until they opened their alternative Christian Schools in 1996. As a result, 1100 students returned to the public school system. Five school boards around Edmonton also opened alternative Christian programs. Fifty percent (50%) of the school enrollment within these alternative Christian programs are returnees from other programs. Presently Edmonton Public Schools is also working on a Muslim alternative program.

P.A.C.E. is supportive of public education. We believe that allowing more choice and flexibility will not weaken or fragment public education but rather strengthen it, both by attracting families back to the system and by better meeting the needs of a significant number of families within the system.

History of the Process

NOTE - Regulation 171 (7) states: "Boards have the authority to establish the numbers and kinds of schools."

Statement of Belief

The PACE Society of Hamilton has communicated to the school board that the families it represents agree on 5 Statements of Belief. Program materials, used in these programs, would be selected with consideration for the value system and world view of the families.

Precedents for Religious Alternative Schools

Publicly-funded alternative schools exist throughout Canada. These focus on subject (science, the arts or sports), cultural differences (French Immersion, native, Ukrainian) or respect for faith (Christian, Hebrew, Muslim).

In Ontario, there are at least four publicly-funded schools that deliver Ministry of Education curriculum within a supportive, respectful environment for Christian students;

  2. Mexican Mennonite Program, Houghton, On Grand Erie District School Board
  3. Sturgeon Creek Alternative Program, Stratton, On, Rainy River District School Board
  4. Centre Peel Elementary School , Drayton, On. Upper Grand District School Board,
