C.P.C.S. is a non-profit, grass-roots organization formed in 1991 when the Ontario Film Review Board changed from being a censorship board to become a "classification board," and began to allow explicit adult sex videos (pornography) in the province at the rate of 250 (approximately) new videos per month, from that time onward. This tidal wave of pornography landed everywhere in our communities, and nurtured the springing up of "adult video stores," as well as the stocking of these same videos in variety stores and family video outlets.
When a small boy in grade 3 was allowed into an adult video store in Stoney Creek, ON in 1991, and the owner said to his mother, "I want to get them young!" (hooked on porn, that is), and the vice squad of the police department indicated that the child's entry was "up to the discretion of the store owner since no by-law legislated even age-of-entry to the store," parents and citizens were appalled and campaigned for Hamilton's City Council to enact an Adult Video By-law. That by-law was passed in 1993 and amended in 1995.
Other municipal governments continue to play a catch-up game, as pornography continues to pour into unsuspecting and unprepared communities. Has your municipality got a by-law?
A few years ago, Canada passed federal legislation outlawing the possession of child pornography. This law was long overdue. In 1999, a British Columbia Supreme Court judge made a case decision, over-ruling this law, indicating that it conflicts with the Canadian Charter of Rights and Freedoms. Upon appeal, the Supreme Court of Canada upheld Canada's child pornography law, but created loop-holes which condone the creation of child pornography for one's personal use, as long as the participants are "consenting." The Age of Consent in Canada in Canada is fourteen (14) years! "Artistic merit" is another loop-hole by which certain child pornography may be "legitimized."
C.P.C.S. exists to combat the harm of hardcore pornography, by raising awareness everywhere about its nature, its location, and the documented harm it brings to the human family. Then, assistance is extended to those who wish to approach and assist their municipal government in a regulation plan: specifically, the enactment of a municipal by-law.
The presentations of C.P.C.S. consist of a speaker, video presentation, handouts, membership forms, and a manual entitled "Rationale For Implementing Sex Business Control By-laws," available for purchase ($10.00). A donation to C.P.C.S. to help in covering costs is always appreciated.
C.P.C.S. operates entirely with volunteers, and expenses are covered by membership fees ($10.00 per year), fund-raising and donations.
